Getting a new technician started in California
We have no state-specific timing note for California yet. The national timeline still applies: see the RBT fast track.
What we are still checking
- DHCS BHT pages (dhcs.ca.gov) blocked automated fetch: confirm QAS paraprofessional criteria, whether RBT is required, DOJ background check date (July 1, 2027), and the provider enrollment URL on DHCS directly.
- Whether California licenses/regulates BCBAs (no official source opened).
- Telehealth rules for BHT/ABA direct service and supervision under Medi-Cal and commercial plans.
- Age limits/caps and self-funded plan treatment under H&S 1374.73 and the Insurance Code counterpart (CDI-regulated policies).
- Facility/agency licensing and staff training rules for ABA providers.
- Individual commercial and Medi-Cal managed care contracts were not comprehensively reviewed for additional RBT requirements, onboarding deadlines, technician claim identifiers or network participation. Statutory permission to deliver supervised treatment does not establish independent billing eligibility.
- Uniform ABA telehealth rules across payers remain unverified, particularly direct technician services, audio-only delivery, code-specific FFS modifiers and required in-person supervision. Blue Shield Promise's December 2024 policy is a dated, plan-specific source.
- AB 375's addition of QAS Paraprofessionals to the telehealth provider definition was verified in chaptered text and the Governor's signing announcement; its effective date and payer implementation require confirmation before treating it as operative authority on October 21, 2026.
- The earlier July 1, 2027 DOJ fingerprint-check description is replaced by SB 874's enacted state-and-national criminal-check requirement for patient-facing employees of enrolled BHT entities. DHCS implementation procedures and any separate existing setting-specific screening duties remain unverified.
- No general statewide ABA facility or agency licensing conclusion was established. Applicable city/county business licensing is documented, but setting-specific facility licensing and regional-center vendorization require separate review.
- DHCS's older enrollment FAQ requires individual PAVE staff reporting, while its newer provider FAQ and November 2025 manual replace that process with attestation and an internally maintained auditable staff list. The updated sources are used here. Implementation of the separate established-place-of-business waiver for individual home-based BCBAs was not verified.
- The insurance-mandate section was retained within the requested scope. Its statement that the Insurance Code counterpart was not fetched describes the supplied record's earlier pass; section 10144.51 was opened in this pass for technician qualifications. Mandate age limits, annual caps and self-funded-plan treatment remain unresolved.
- The major_payers entries were retained within the requested scope. DHCS confirms HPSJ and CalOptima as Medi-Cal plans. The Blue Shield BHT telehealth policy actually fetched covers Blue Shield of California Promise Medi-Cal; it does not verify the retained commercial-policy reference to 10.26.01.
- No California behavior-analyst licensing board or license-specific fees were identified. The no-separate-license conclusion is supported by current BACB directory review and explicit secondary scholarly analysis, rather than a current California agency statement expressly declaring that no license is required.
