BT vs RBT: what a behavior technician needs in Delaware
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Delaware and its Medicaid program say, and what remains unverified.
Behavior technicians and the RBT credential
- Unregistered BT may deliver services
Only in some situations. See the detail below.
- Detail
Medicaid: an ordinary uncredentialed BT is not the approved technician pathway; DMMA expressly rejected uncertified assistants working under supervision. Commercial-mandate standards: 16 DE Admin. Code 2102 permits qualifying supervised BTs to implement ABA plans without expressly requiring RBT certification. This does not establish independent billing or guaranteed contractual acceptance. Highmark's commercial reimbursement notice, published August 17, 2026 and effective October 16, 2026, describes CPT 97153 delivery by RBTs or other qualified behavioral-health technicians under qualified supervision; it does not define a complete non-RBT credentialing pathway.
- State-specific requirements
- For the commercial-mandate pathway, 2102 section 3.3 requires BCBA/BCBA-D supervision and supervisor verification of technician qualifications.
- Section 3.3.1 requires at least 1.5 supervision hours per 10 direct-treatment hours weekly; when prescribed and delivered ABA is under 10 hours weekly, at least one supervision hour is required.
- Medicaid RBT qualification and supervision requirements are described in medicaid_aba; commercial technician screening and training requirements are described in practice_requirements.
What Medicaid says about technicians
- Who may deliver services
CMS-approved SPA DE-16-010, effective October 1, 2016 and approved January 12, 2017, covers medically necessary ASD assessments, behavioral plans and treatment. Qualified categories include BCBAs, supervised BCaBAs and RBTs; specified licensed physicians, physician assistants, advanced practice nurses, psychologists, clinical social workers and mental-health counselors; and qualifying psychological assistants. Providers must remain within their scope. RBTs are excluded from independently providing the ASD assessment and behavioral plan of care. The SPA requires prior authorization for plans exceeding 40 hours weekly; this does not establish that lower-hour services escape current payer authorization requirements.
- RBT required for technicians
Yes.
- RBT condition detail
For the Medicaid behavior-technician pathway, the approved SPA specifies Registered Behavior Technician certification. DMMA's October 2016 final-order response expressly rejected using unlicensed, BACB-uncertified assistants merely because a qualified practitioner supervises them. Other qualified professional categories are separate pathways. Delaware First Health's enrollment notice dated October 21, 2024 directs providers to the DMAP portal's Provider Enrollment / MCO Only Provider Enrollment Application. Billing entities must register applicable NPI/taxonomy/service locations; nonbilling rendering providers listed on claims must register their main practice location. This does not establish independent billing privileges for RBTs.

National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
