Getting a new technician started in Florida
In Florida Medicaid a new technician cannot bill as a technician until BACB-credentialed as an RBT and (per a plan FAQ) holding a Medicaid ID, so RBT certification and Medicaid ID are the gating items. Level 2 background screening is commonly stated in employer job postings but no official source was opened to confirm it. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Level 2 / Care Provider Background Screening Clearinghouse requirements for behavior technicians (only seen in employer job postings; the AHCA background screening page URL tried returned 404).
- Complete list of 2025-2030 SMMC plans (official AHCA page and news articles were unreachable).
- Commercial-payer telehealth rules for ABA and whether RBT direct service or telesupervision can be delivered by telehealth under Medicaid beyond the 2 hr/week parent training.
- Whether the mandate caps ($36,000 / $200,000) have been CPI-adjusted to a different current amount.
- Whether individual and small-group plans are covered by 627.6686 (statute definition vs CFO page).
- Florida facility/agency licensing requirements for ABA providers and BT training mandates beyond RBT.
- Commercial-payer permission for unregistered BT services or billing remains unverified; Medicaid RBT requirements should not be generalized to all commercial or private-pay settings.
- Applicability of clinic exemptions or other facility/agency licenses to a particular ABA practice that does not enroll in Medicaid remains unverified.
- Additional Florida-specific BT training mandates beyond BACB certification, including setting-specific APD/iBudget requirements, remain unverified.
- autism_insurance_mandate: verifier astra marked conflict - The mandate, statutory citations, act name, eligibility criteria, provider qualifications under s. 393.17 or chapters 490/491, market exclusions, and April 1, 2009 threshold are supported. The current statutes retain the stated base amounts and require January 1 adjustment using medical CPI-U; those amounts are not verified 2026 limits. Section 641.31098 says total benefits, while 627.6686 expressly says lifetime benefits. Neither section expressly addresses telehealth. [Current insurance statute](https://m.flsenate.gov/Statutes/627.6686); [current HMO statute](https://www.flsenate.gov/Laws/Statutes/2026/641.31098). Correct the ACA characterization: the CFO expressly distinguishes required mental-health benefits from guaranteed ABA coverage. Its description of the dollar amounts as minimum benefits also differs from the statutory limitation language and flags federal parity requirements. Do not present the base figures as universally enforceable caps. Narrow excludes_self_funded_plans to self-insured ERISA plans; the statute expressly includes the state employee group program. [CFO explanation](https://www.myfloridacfo.com/Division/Consumers/ConsumerProtections/Autism-Spectrum-Disorder/).
- telehealth_aba: verifier astra marked conflict - Delete the statement that s. 456.47 does not mention behavior analysts: subsection (1)(b) expressly incorporates certification under s. 393.17 in both the cited 2025 version and current 2026 text. This is a reading error, not a newly enacted change. [Current telehealth statute](https://www.flsenate.gov/Laws/Statutes/2026/456.47). The limited Medicaid Lead Analyst parent/guardian-training authorization is supported; the 2026 schedule identifies 97156-GT. No express RBT direct-telehealth authorization or universal in-person mandate was found, so distinguish absence of authorization from an express prohibition. Keep remote-supervision status unverified. [2026 schedule](https://ahca.myflorida.com/content/download/28096/file/2026%20BA%20Fee%20Schedule.pdf). Section 456.47 establishes practice standards, not payment parity. Section 627.42396 addresses negotiated telehealth payment and permits contractually distinguished rates with provider initials; it does not itself guarantee ABA coverage or equal reimbursement. [Commercial payment statute](https://www.flsenate.gov/Laws/Statutes/2026/627.42396).
- bt_vs_rbt: verifier astra marked conflict - Replace the unqualified statewide 'no' with 'No for technician-level services under the Rule 59G-4.125 Medicaid BA benefit; other settings require separate analysis.' No unregistered-technician grace period was found for that benefit. Current enrollment policy confirms RBT certification and supervision documentation. [February 2026 enrollment policy](https://ahca.myflorida.com/content/download/28712/file/Provider%20Enrollment%20Policy.pdf). The broader statement encompassing all Florida Medicaid services is contradicted by APD's separate Behavior Assistant qualification pathway, which permits specified education/training qualifications and treats RBT certification as a substitute. This does not authorize unregistered technicians to bill the standard BA benefit. [APD Behavior Assistant requirements](https://apd.myflorida.com/providers/wellness-therapeutic.htm). Keep Aetna's roster and plan-credentialing rules explicitly plan-specific; commercial and private-pay requirements remain unverified.
