Getting a new technician started in Idaho
Idaho has no BCBA license, and Medicaid ABA-type services moved on Dec 1, 2025 from Magellan to state-run CHIS 'Behavioral Intervention', so BTs should confirm their employer is enrolled for CHIS billing before relying on Medicaid caseloads. Trade press describes the new standard as not identical to ABA as the national market understands it. Background check clearance under IDAPA 16.05.06 is likely the gating step for agency employment. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Whether RBT certification is required or preferred for BI technicians under CHIS (IDAPA 16.03.10.685 and CHIS handbook not opened).
- CHIS provider enrollment URL and steps; DDA certification requirements.
- Telehealth rules for Behavioral Intervention, telesupervision, and in-person requirements.
- Age limits and whether self-funded plans are reached by Bulletin 18-02.
- Commercial payer names and their RBT/BCBA requirements in Idaho.
- Fingerprinting/CPR/TB requirements beyond reference to IDAPA 16.05.06.
- Whether any Idaho authority regulates the BCBA title/practice beyond BACB certification.
- Correction to retained medicaid_aba research-gap wording: community CHIS qualifications and supervision are now verified in IDAPA 16.03.26.183-184 and the August 17, 2026 CHIS handbook. RBT certification is one qualifying route, not a universal CHIS requirement; see the updated bt_vs_rbt section.
- Routine CHIS Behavioral Intervention H0004/H0005 telehealth eligibility, whether virtual observation satisfies CHIS supervision requirements, and any required in-person assessment or treatment frequency remain unconfirmed. Explicit virtual crisis-intervention permission and BACB certification rules do not settle these billing questions.
- An Idaho commercial telehealth service-parity or payment-parity statute was not verified; telehealth_parity_law remains null. ABA-specific commercial telehealth coverage also remains plan-specific and unconfirmed.
- Commercial technician credentialing and billing requirements beyond the cited Regence and Aetna policies, including Blue Cross of Idaho's ABA-specific requirements, remain unverified. Regence announces a revision effective November 1, 2026, after this research date.
- medicaid_aba: verifier astra marked conflict - Coverage, eligibility, agency, and the December 1, 2025 transition are supported. The Magellan notice includes 97151–97158 and also 0362T/0373T; the April crosswalk does not provide a 97152 mapping. Preserve required modifiers and distinguish H0032 assessment/planning from treatment. Replace obsolete school citation 16.03.09.855 with current 16.03.26.325; the age/skills/monthly-review requirements remain, including compliance with IDAPA 08.02.02. Community CHIS qualifications and supervision are now confirmed in 16.03.26.183–184 and the August 17, 2026 handbook. Replace 'unknown' with role-dependent requirements: RBT qualifies for the EBM paraprofessional route; provisional intervention technicians may provide BI as DDA employees for one 18-month period with monthly specialist/professional supervision. EBM paraprofessionals follow their model's supervision requirements. Independent enrollment is limited to qualifying specialists/professionals, including EBM equivalents; technicians and EBM paraprofessionals are agency-only. The cited news article returned 403; official DHW, Magellan, and Medicaid documents independently establish the transition.
- practice_requirements: verifier astra marked conflict - Replace obsolete IDAPA 16.03.10.009 with current 16.03.26.003, including independent CHIS providers, and DDA-specific 16.03.21.009. Both reference 16.05.06. Replace 'certification requirements not researched' with DDA certification under 16.03.21.100. Replace null staff training with 16.03.26.184.09: 12 hours annually, including one ethics hour and six behavior-methodology/evidence-based-intervention hours, with permitted proration. DDA-specific initial/annual training and CPR/first-aid requirements also appear in 16.03.21.302. Gainwell billing, Telligen authorization, and the named fee schedules are supported.
