BT vs RBT: what a behavior technician needs in Indiana

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Indiana and its Medicaid program say, and what remains unverified.

Behavior technicians and the RBT credential

Medium confidence: reputable secondary source
Unregistered BT may deliver services

Only in some situations. See the detail below.

Detail

As of 2026-10-21, under IHCP, technician-level ABA services billed with modifier U1 ("Delivered by credentialed registered behavior technician (RBT)") require a credentialed RBT, and the 2024 fee schedule defines technician as an RBT. Reimbursement for an uncertified technician under that IHCP RBT/U1 category is not supported. The cited bulletins do not establish a statewide prohibition on all unregistered technicians delivering ABA: IC 25-8.5-3-6(b)(2)(D) permits applied behavior analysis direct-contact technicians acting under a licensed analyst's or assistant analyst's authority and direction. Where an RBT is the rendering provider, the ordinary individual IHCP enrollment (type 11, specialty 625) applies, with a school-corporation exception to the individual rendering-NPI alignment requirement (BT2024194). No grace window for unregistered technicians was located in the cited bulletins, but their silence does not prove none exists under every payer or program. Commercial-payer requirements were not researched and remain unverified.

State-specific requirements
  • Fingerprint-based background check at IHCP enrollment of RBTs (high-risk provider category upon initial enrollment), per IHCP Bulletin BT202558
  • Individual IHCP enrollment (type 11, specialty 625) before the RBT can be the rendering provider, subject to the school-corporation exemption described in BT2024194
  • State licensure law (IC 25-8.5-3-6(b)(2)(D)) recognizes applied behavior analysis direct-contact technicians working under a licensed analyst's or assistant analyst's authority and direction

What Medicaid says about technicians

Medium confidence: reputable secondary source
Who may deliver services

As of 2026-10-21, per IHCP bulletins: credentialed RBTs enroll under provider type 11, specialty 625 (modifier U1); BCaBAs under specialty 624 (modifier U2); BCBA-D, BCBA and HSPPs under specialty 615 (modifier U3). Bulletin BT2024194 limits specialty 615 to BCBA, BCBA-D and HSPP qualifications; an older U3 definition had included physicians. Claims must carry the modifier matching the rendering provider level (claims without the required code-modifier combination deny, for DOS on/after Jan 1, 2024); rendering-provider NPI/modifier alignment enforcement was delayed until Aug 1, 2025. Individual rendering-NPI requirements have a school-corporation exception.

RBT required for technicians

Yes.

RBT condition detail

The technician level (U1) is defined as delivered by a credentialed RBT, and modifier U1 is not billable unless the rendering provider is enrolled under specialty 625. Newly enrolled RBTs are classified high risk and must submit a fingerprint-based background check. BT202627 reports updated 97153 provider eligibility; the specifics were not captured in this review.

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

Indiana note from our research: A new Indiana BT billing Medicaid needs the BACB RBT credential first, then individual IHCP enrollment (specialty 625) with fingerprints; the agency can bill the managed care entity out of network while MCE credentialing completes. Because IHCP started enforcing the rendering-provider/modifier match on Aug 1, 2025, enrollment lag can block billing under that RBT.
