Getting a new technician started in Mississippi
In Mississippi a new BT cannot start as an unregistered technician under the Board rules: the BT must already hold the BACB RBT credential and be registered by the supervising LBA/LABA (7-day registration, $25, notarized form). This makes finishing the BACB RBT process first the critical path. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Primary text of DOM Administrative Code Title 23 Part 206 ASD chapter (RBT, supervision, telehealth for RBT) - could not be opened
- Medicaid provider enrollment URL
- Whether live-video counts as face-to-face supervision; telesupervision rules
- Mississippi telehealth parity law for commercial plans
- Current commercial payer ABA policies and Medicaid managed care (MississippiCAN) plans
- Whether 2025 revisions to Part 3301 changed BT or fee rules
- Statute text of 83-9-26 (only insurance department summary read)
- Major payers: 2018 news reports (not opened) mentioned BCBS of MS, UnitedHealthcare, Ambetter of Magnolia removing ABA age caps; not verified
- Correction to the earlier research lead: the fetched DOM Part 206 compilation effective July 1, 2022 identifies Chapter 3 as PASRR Level II, not ASD services. Technician qualifications and billing responsibility were instead verified in the approved Medicaid state plan, Attachment 3.1-A, Exhibit 4b, page 6.
- Whether an already-certified RBT may furnish Medicaid-reimbursable services during the Board's seven-day registration submission period or while Board registration is pending; no payer grace-period provision was verified.
- Medicaid and MississippiCAN code-specific reimbursement for RBT direct treatment via telehealth, or in-person RBT treatment with a remotely located supervisor, remains unverified. BACB video-supervision permission does not independently establish payer eligibility.
- Commercial plan-specific ABA technician credentialing, registration-pending billing and telehealth policies were not verified.
- No ABA-specific recurring in-person visit requirement was located; Medicaid's general exclusion for telehealth visits involving non-established beneficiaries was verified.
- Whether 2025 revisions to Part 3301 changed BT or fee rules; a complete comparison of revisions was not performed.
- Statute text of 83-9-26 (only insurance department summary read).
- Major commercial payers: 2018 reports mentioning BCBS of MS, UnitedHealthcare and Ambetter of Magnolia removing ABA age caps remain unverified. Medicaid managed-care names were verified from DOM's February 2026 enrollment report and recorded within medicaid_aba; the separate major_payers section was left unchanged.
- bcba_licensure: verifier astra marked conflict - Licensure, titles, Board identity, certification, oral examination, fingerprint cards, and listed fees are supported for the ordinary BA application pathway, subject to statutory exemptions and alternative licensure pathways. The deadline sources conflict operationally: Rule 3.2 says seven days before examination, but the current Board schedule requires earlier filing; the next listed deadline is October 30 for the November 20, 2026 examination. Use the published application deadline rather than promising a seven-day cutoff. The Board's Current Rules and Regulations link still resolves to the March 2024 PDF. Effective 2025 replacement rules were not established; May 2026 minutes expressly describe updates as pending.
- practice_requirements: verifier astra marked conflict - The background-check statement is incomplete and conflicts with the DMH standards applicable to covered providers. Rule 43.1(E) incorporates Chapter 11 personnel-record requirements; Rule 11.2(E)(5) expressly requires fingerprints, and Rule 11.2(F) requires background checks at hire and before contact with people served. Distinguish these agency requirements from the Autism Board's BT-registration requirements. Scope Rule 43.1 to DMH-certified providers rather than all private ABA practices. Its provisions concern personnel documentation and service policies; consent documentation is specifically required in the person's record. Facility_or_agency_license=null remains unverified, not evidence that no certification is needed: DMH issues Certificates of Operation, but the cited materials do not establish a universal facility-license requirement for every private ABA practice.
