BT vs RBT: what a behavior technician needs in Montana

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Montana and its Medicaid program say, and what remains unverified.

Detail

As of 2026-10-21, the sources distinguish supervised BT practice from payer reimbursement. Montana's board definition of BT does not expressly require BACB certification. For Medicaid ABA, ARM 37.34.1902(17) defines an RBT as BACB-certified; ARM 37.34.1918(2)(b) identifies BCaBAs and RBTs as supervised service providers, and ARM 37.34.1930(3) makes the BCBA responsible for RBT services and billing. These provisions were included in the April 2025 rule notice adopted as proposed in October 2025, retroactively effective March 1, 2025. The final Medicaid manual, updated 09/01/2025, confirms billing under the BCBA's NPI. No unregistered-BT billing exception or certification grace period was established by the fetched sources. Commercially, BCBSMT's posted Clinical Service Request Form lists line-staff qualifications without expressly listing RBT certification and requires the billing supervisor or clinic to attest that staff qualify. This is not conclusive authorization for an uncertified BT under every current contract. PacificSource's Montana-applicable policy, approved March 2026, requires BCBA management and supervision but does not resolve non-RBT eligibility. A statewide, all-payer yes/no answer remains unverified.

State-specific requirements
  • ARM 24.189.301(3) defines a BT as a supervisee implementing behavior-analytic services; BTs do not design intervention or assessment plans.
  • MCA 37-17-405(2) requires BT supervision by a Montana-licensed behavior analyst or a licensed psychologist certified by the American Board of Professional Psychology in behavioral and cognitive psychology. Medicaid separately specifies BCBA oversight.
  • ARM 24.189.950, adopted in December 2023, requires supervisors to report supervisees within five business days, assume professional and legal responsibility, meet face-to-face at least monthly, and maintain written supervision agreements covering methods, delegated authority, limitations and meeting frequency/duration. Agreements must be retained for seven years after supervision ends.
  • The fetched board provisions establish supervision and reporting duties; they do not establish a separate BT license or expressly make BACB RBT certification a condition of the board's BT definition. This does not establish payer eligibility.

What Medicaid says about technicians

Who may deliver services

As of 2026-10-21, the DPHHS ABA page identifies a licensed Board Certified Behavior Analyst (BCBA). The current ABA Services Manual (updated September 1, 2025) covers services performed by BCBAs, BCBA-Ds, BCaBAs and RBTs. RBTs practice under direction and close supervision of a BCBA, who assumes full professional responsibility; BCaBAs also work under a BCBA. The current manual also defines an intermediate-professional category that includes graduate students working toward certification, but this does not establish independent billing authority. All services are billed under the BCBA's National Provider Identifier (NPI).

RBT required for technicians

We could not verify this yet - check with Montana DPHHS, Developmental Disabilities Program / Behavioral Health and Developmental Disabilities Division.

RBT condition detail

The manual defines RBT as an individual with a paraprofessional certification in behavior analysis. No explicit permission for non-RBT technicians to deliver services, and no grace period, was located in the cited sources. Needs confirmation from the ABA Program Officer ((406) 444-3878).

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

Montana note from our research: Montana Medicaid bills RBT time under the supervising BCBA's NPI, so a new BT does not enroll individually; confirm with the employer whether the BT must already hold the RBT credential, as the manual text read does not specify.
