Practice requirements for ABA providers in New Hampshire

Last researched October 21, 2026

The internal processes a practice in New Hampshire has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.

Requirements for practices

Background checks

School-specific: DHHS's March 6, 2026 presentation explains that revised He-W 589.04(a)(3) requires OIG exclusion screening upon hire and monthly for all providers, employees, contractors, and school personnel administering or delivering Medicaid services. Separately, BACB requires RBT applicants to pass criminal-background and abuse-registry checks, generally within 180 days before paying for the application; BACB itself does not require fingerprinting. A universal NH criminal-background or fingerprint rule for all ABA practices and technicians was not verified.

Staff training

School-specific He-W 589.04(a)(4) requires knowledge of Medicaid recipient rights, abuse/neglect reporting, and documentation requirements. National RBT certification requires qualifying 40-hour training and an initial competency assessment. These are distinct requirements; no general NH training-hour mandate for every uncertified BT was verified.

Other requirements

DHHS's April 14, 2026 ABA guidance requires a service-authorization request with an individualized treatment plan, medical-necessity rationale, supporting documentation for requested quantities, a signed diagnostic evaluation confirming autism or another developmental disability, and a signed order/referral from a qualified health professional. Providers must address duplication with school services; omission of the IEP alone cannot justify denial. WellSense's form, updated November 14, 2025, calls for completion by the rendering/supervising BCBA and a comprehensive diagnostic evaluation for an initial evaluation request. NH Healthy Families announced on April 29, 2026 that CP.BH.104 would be retired and InterQual used for ABA authorization determinations beginning June 1, 2026. State enrollment and applicable MCO credentialing are separate requirements. General information, not legal advice.

Medicaid supervision and enrollment

Supervision requirements

Technician services require BCBA oversight under the April 29, 2026 notice. No statewide numeric supervision minimum was established by the notices reviewed. DHHS's August 5, 2025 decision retracted the proposed elimination of 97155: it remains covered, including appropriately billed supervision activities under applicable guidelines. DHHS describes 97155 as treatment with protocol modification that may include simultaneous technician direction; 97153 is individual technician treatment, and 97154 group technician treatment was added effective September 1, 2025.

National baseline for onboarding a technician

Items below are supported by BACB or regulator sources. Your state may add more.

  • Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
  • Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
  • Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
  • Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
  • Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
  • For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
  • Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
  • Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
  • For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
  • For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).

Verify any certified technician on the BACB certificant registry.
