Getting a new technician started in New Jersey
NJ Medicaid ABA technician services are tied to the RBT credential, so a new BT should pursue the RBT quickly. Agency start-up involves both Medicaid enrollment and per-MCO contracting, which can add time. State licensure for BCBAs (State Board of Applied Behavior Analyst Examiners) could not be verified in detail. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- NJ behavior analyst licensure details: license titles, statute/rules, fees, whether RBTs or unlicensed technicians are covered or exempt (board site blocked automated access).
- Current NJ Medicaid ABA rules after the April 2020 newsletter (provider manual, MCO manuals) including any telehealth and telesupervision rules.
- Current cap amount under P.L.2009 c.115 after CPI adjustments, and whether the act has been amended (e.g., age limit).
- Background check/fingerprinting or other BT onboarding requirements for NJ ABA agencies.
- Current list of NJ FamilyCare MCOs (the Autism New Jersey list may be outdated; confirm Optum/UnitedHealthcare Community Plan mapping).
- Official NJ Medicaid provider enrollment URL for ABA (NJMMIS/Gainwell) was not directly verified from a state source.
- NJ behavior analyst licensure details outside this telehealth update: full licensing statute, fees and technician exemptions remain to be reconciled with the adopted N.J.A.C. 13:42B rules obtained through Cornell LII.
- Current ABA telehealth coverage by individual Medicaid MCO and commercial plan: payable codes, authorization, modifiers, place-of-service requirements, remote technician eligibility, and billable telesupervision were not fully verified. General telehealth permission and BACB supervision standards do not establish these billing details.
- Whether NJ's direct-observation requirement for paraprofessional delegation can be satisfied remotely, and whether particular ABA services or plans impose initial or periodic in-person minimums, remain unverified.
- The retained 2020 RBT-only statements in medicaid_aba, bt_vs_rbt and fast_track_notes conflict with the official January 2026 managed-care contract, Appendix B.4.4, cited in telehealth_aba. It permits supervised BTs with a relevant bachelor's degree plus one year of specified experience, or a high-school diploma/GED plus three years of specified experience, or RBT certification. These other sections were preserved because this pass is restricted to telehealth_aba; their current qualification and billing conclusions require correction in a separate pass.
- Current list of NJ FamilyCare MCOs in major_payers remains outside this section update; the retained list requires reconciliation with the current official state lineup.
- autism_insurance_mandate: verifier astra marked conflict - The seven listed statutory citations, screening/diagnosis coverage, medically necessary OT/PT/speech coverage, and historical ABA age, dollar, CPI-U and visit provisions match the enacted act. However, the codification and scope lists omit C.26:2J-4.34 (HMOs), C.52:14-17.29p (SHBP) and C.52:14-17.46.6b (SEHBP). The no-visit-limit language specifically concerns behavioral interventions. Retain under-21 and $36,000/CPI language only as legislative history. Individual and small-employer amendments operative January 1, 2015 expanded ABA coverage beyond age 21; the opened 2026 individual standard form has neither that age restriction nor an ABA-specific dollar cap. Bulletin 10-02 identifies the original dollar cap's conflict with applicable group-plan parity requirements; DOBI Bulletin 24-14 subsequently confirms state parity requirements encompassing autism. Do not imply that finding an inflation-adjusted cap would establish a generally enforceable current limit. Distinguish ERISA self-funded employer plans from the public employee programs expressly covered by the act. No authoritative 2026 CPI-adjusted amount was verified.
- medicaid_aba: verifier astra marked conflict - The archive failed, but an alternate copy of the exact DMAHS newsletter opened. Its launch date, under-21 eligibility, F84 range, QHP descriptions, credential descriptions, education/training details, MCO responsibility, pending-enrollment FFS coverage and supervision wording are supported as 2020 statements. Correct DCF from Division to Department. The 97151 and 97153 mappings match; 97154 additionally lists BCBA/BCBA-D. Replace the blanket rbt_required_for_technicians=yes: the current NJMMIS enrollment packet expressly recognizes qualifying BTs without RBT certification, as detailed in bt_vs_rbt. Distinguish diagnosis from treatment assessment/planning; BCBA certification alone does not authorize diagnosing autism under the licensing act. Concurrent 97155 billing is limited to qualifying patient-facing treatment/protocol-modification activity; ordinary personnel supervision is not automatically billable. The newsletter expressly permits direct QHP treatment under 97155 and prohibits billing supervision without the technician. It states no supervision percentage. Pending-MCO FFS services require no prior authorization under that newsletter. The education/training summary is not a complete current BACB certification checklist. Add current state licensure and NJMMIS license-record requirements. No telehealth coverage rule is established by the cited newsletter.
- bt_vs_rbt: verifier astra marked conflict - Replace unknown with yes, conditionally. N.J.S.A.45:8B-103(b)(2) and N.J.A.C.13:42B-1.1(b)(3) exempt technicians operating under a licensee's authority and direction and using nonprofessional titles; RBT certification is not a universal requirement of this exemption. Delegation under 13:42B-5.2 does not include assessment, treatment-plan development or intervention development, and requires setting-specific competency, communication and documentation safeguards. Separately, the current NJMMIS ABA enrollment packet's qualifications table allows a relevant bachelor's degree plus at least one year of supervised behavior-support-plan implementation experience, or high-school diploma/GED plus at least three years of that experience, or BACB RBT certification. This contradicts using the 2020 newsletter as proof that all Medicaid technicians must be RBTs. These are qualification alternatives, not an unregistered-BT grace period. Preserve the distinction between lawful delegation, Medicaid enrollment qualifications and a particular MCO's billing requirements.
