Practice requirements for ABA providers in Ohio

Last researched October 21, 2026

The internal processes a practice in Ohio has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.

Requirements for practices

Medium confidence: reputable secondary source
Facility or agency license

As of 2026-10-21, the sources read do not establish a currently operative ABA-specific facility license in Ohio. Under the May draft ODM rules, organizational ABA providers would need an ODM provider agreement (draft categories: ambulatory health care clinic, professional medical group or other ODM-approved entity). The July 2026 proposal adds CARF or Joint Commission accreditation and a new ABA-specific organizational provider type. These are proposals, not final.

Background checks

COBA applicants must comply with ORC 4776.01-4776.04 (criminal records checks); ORC 4776.02 provides for a criminal records check of the applicant. Technician-level background-check requirements remain unverified by the sources read; they are not confirmed as absent.

Staff training

OAC 4783-6-02 (supervision rule) requires training regarding implementation of the treatment plan, along with data-collection/progress-measurement instruction and periodic direct observation. OAC 4783-3-01 supervision plans must describe the training and support services provided by the certified Ohio behavior analyst (COBA). ODM's proposed documentation rules would also require a BCBA-written supplemental supervision plan for each assigned RBT (referencing OAC 4783-6-02); this is a proposal. Any separate technician-specific training requirement was not found in the sources read.

Other requirements

ODM's 2026 presentation lists 'Must have diagnosis of Autism Spectrum Disorder' as an eligibility provision under proposed rule 5160-34-03; this is a proposal and is not shown to be an existing universal Ohio Medicaid restriction (the May draft contemplated broader diagnostic eligibility). The presentation also proposes a 4-hour monthly parent participation requirement in the treatment plan and proposes prohibiting ABA billed under community behavioral health codes; ODM notes ABA is currently billed under multiple codes including TBS and CPST. CareSource separately requires an ASD diagnosis under its own policy and requires medical-necessity review before any ABA service.

Medicaid supervision and enrollment

Supervision requirements

CareSource policy (applies to CareSource only): each BCaBA or RBT performing ABA treatment must be supervised by a BCBA responsible for service quality. Separately, for the BACB-required supervision of RBTs, CareSource recognizes BCBA or BCaBA certification; RBT supervision is at least 5% of the hours spent providing ABA services per month, per the BACB RBT Handbook. The policy also calls for a supervision plan per OAC 4783-3-01 and 4783-6, and supervision documentation kept for at least 5 years after supervision terminates. OAC 4783-6-02 (eff. 2022-03-21) requires the certified Ohio behavior analyst to set the frequency and intensity of face-to-face supervision, document supervision plans, and keep records for five years after supervision terminates; it sets no fixed ratio. Draft ODM rules (proposals only) would require supervision in accordance with BACB requirements.

National baseline for onboarding a technician

Items below are supported by BACB or regulator sources. Your state may add more.

  • Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
  • Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
  • Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
  • Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
  • Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
  • For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
  • Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
  • Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
  • For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
  • For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).

Verify any certified technician on the BACB certificant registry.
