Getting a new technician started in Tennessee
Tennessee Medicaid ABA runs through three MCOs (Wellpoint, BlueCare, UnitedHealthcare Community Plan), so a new BT's onboarding rules (RBT timing, background checks) likely depend on each employer's MCO contracts. Not verified. Obtaining the RBT credential early is the safest assumption. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Current TennCare/MCO ABA policy: who may deliver, whether RBT is required for technicians, any grace window.
- Whether Tenn. Code Ann. § 56-7-2367 covers ABA, its caps and plan exclusions (statute text not opened).
- Current TN telehealth rules for ABA (the 2019 MCO guideline stated a prohibition; likely outdated) and telesupervision.
- Tenn. Code Ann. § 63-11-306 exemptions for behavior technicians/paraprofessionals and any BT background check requirement.
- Practice requirements for ABA agencies (facility licensing, e.g., via Dept. of Mental Health or DIDD).
- Whether TN has updated telehealth parity law for commercial ABA.
- tn.gov pages were blocked to direct fetch; licensing/TennCare pages were read through Internet Archive captures (2026).
- No general Medicaid or commercial billing grace period for ordinary uncertified BTs was established. BlueCare and BCBST specify alternatives involving BCaBAs and providers awaiting the BCBA examination; these should not be generalized to all BT trainees.
- A categorical technician-certification rule and individual technician enrollment/rendering-NPI requirements across every TennCare MCO arrangement remain unverified.
- Commercial technician qualifications beyond the fetched BCBST manual, including any RBT deadline or alternative certification, remain unverified.
- The exact facility or agency license required for a particular ABA business, including applicability of private-practitioner exemptions and Department of Disability and Aging requirements, remains unverified.
- Separate Tennessee background-check, abuse-registry, fingerprinting, CPR or training requirements applicable to every unregistered BT were not established; BACB certification requirements are documented separately.
- A universal ABA-specific initial or recurring in-person visit requirement, and all payer-specific telesupervision billing restrictions, remain unverified.
- The insurance statute includes self-insured arrangements only insofar as federal law permits; applicability to every self-funded plan category was not established, so the blanket exclusion field remains null.
- Several TennCare and Secretary of State URLs returned access errors. The enrollment page and licensing-committee page were fetched live; current MCO publications supplied the ABA program and named-payer evidence. The preserved high-confidence licensure section retains its prior research wording and fees; the May 2025 rules PDF could not be re-read during this pass.
- The unchanged fast_track_notes field contains the original onboarding inference. Use the updated medicaid_aba and bt_vs_rbt sections for the verified payer-specific findings.
