BT vs RBT: what a behavior technician needs in Wisconsin

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Wisconsin and its Medicaid program say, and what remains unverified.

Detail

As of 2026-10-21, per the opened ForwardHealth enrollment criteria page, a technician may qualify under Wisconsin Medicaid without the RBT credential by holding a high school diploma/GED plus 40 hours of documented training following the standard core curriculum; the alternative is BACB RBT certification. The older 2015 handout described this as 40 hours of training administered by a supervising provider. Medicaid enrollment is still required. No time window to subsequently obtain the RBT credential was found in the sources opened. Technicians (like behavioral treatment therapists) are rendering-only providers and cannot bill; billing is done by the enrolled licensed supervisor, who is a billing/rendering provider. The current application also requires the NPI of an already-enrolled licensed supervisor. Commercial-insurance technician requirements were not researched and are outside this Medicaid finding.

State-specific requirements
  • Age 18 or older appears in the historical 2015 ForwardHealth handout ('Be at least 18 years old'); the opened current technician enrollment criteria do not expressly repeat it, so a current universal Medicaid age minimum is not confirmed
  • High school diploma or GED, plus either BACB RBT certification or 40 hours of documented training following the standard core curriculum (current ForwardHealth enrollment criteria; the 2015 handout described the alternative as 40 hours of training administered by a supervising provider)
  • Enrollment in Wisconsin Medicaid as a rendering-only behavioral treatment technician, including the NPI of an already-enrolled licensed supervisor
  • Education is documented on the application by attestation to completion; supporting documentation (e.g., diploma/GED, training records) is to be produced upon request by DHS or federal auditors rather than uploaded at enrollment. A BACB certificate applies only to the RBT pathway, not the non-RBT pathway

What Medicaid says about technicians

Medium confidence: reputable secondary source
Who may deliver services

As of 2026-10-21, ForwardHealth enrollment uses a tiered model of Behavioral Treatment Licensed Supervisor, Behavioral Treatment Therapist and Behavioral Treatment Technician. Licensed supervisor (ABA pathway): Wisconsin behavior-analyst licensure plus at least 4,000 hours of supervisory experience. Therapist: BCaBA certification now qualifies on its own, without a separately listed 400-hour requirement. Master's and bachelor's pathways retain 400 and 2,000 documented hours respectively, and the current page specifies accredited degrees rather than the older subject-area list. For focused treatment, the therapist RBT pathway now requires at least 2,000 hours of documented training and supervised experience (the 2015 handout said 3,000). Technician: may deliver authorized focused treatment as well as comprehensive treatment, and is a rendering provider only. Focused treatment may be provided by licensed supervisors, treatment therapists, or treatment technicians. The older 2015 handout described a three-tier comprehensive model, a two-tier focused model, and 4,000/400/2,000/3,000-hour figures; that handout states it is not official ForwardHealth policy and conflicts with current requirements in the points above.

RBT required for technicians

It depends. See the condition below.

RBT condition detail

RBT certification is optional. Per the 2015 handout, a Behavioral Treatment Technician must be at least 18, hold a high school diploma/GED, and have either a BACB Registered Behavior Technician (RBT) certification or 40 hours of training administered by a supervising provider. The checker found that current enrollment keeps RBT optional through an alternative technician training pathway. Confirm the current technician criteria with ForwardHealth before relying on the 2015 details.

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

Wisconsin note from our research: Medicaid pathway lets a new technician start with 40 hours of agency-administered training instead of first holding an RBT (per 2015 ForwardHealth handout; confirm current policy). Medicaid behavioral treatment is fee-for-service with prior authorization, so the employing agency must be enrolled with ForwardHealth.
