BT vs RBT: what a behavior technician needs in Wyoming

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Wyoming and its Medicaid program say, and what remains unverified.

Detail

As of 2026-10-21, W.S. 33-27-125(a)(viii) exempts a 'behavior technician' from licensure. The statute describes a behavior technician as a paraprofessional who practices under the supervision of a licensed behavior analyst or licensed assistant behavior analyst and delivers behavior analysis services under that supervision. The services that may be assigned to a behavior technician may not include designing assessment or intervention plans or procedures. The technician may only use titles that communicate unlicensed status, such as 'applied behavior analysis technician,' 'behavior technician' or 'tutor.' That paragraph contains no express RBT-certification condition. For Medicaid, the State Plan amendment identifies the Registered Behavior Technician (as defined by the Behavior Analyst Certification Board), and the current Wyoming Medicaid rule states that adaptive behavior treatment is a covered service when furnished by a licensed BCaBA or an RBT under the supervision of a BCBA-D or BCBA. An unregistered BT therefore does not meet the named RBT qualification for this covered adaptive-treatment pathway. The sources reviewed do not establish whether RBTs may bill independently, so delivery qualifications and billing-provider eligibility should be treated as separate questions.

State-specific requirements
  • Must work under the supervision of a licensed behavior analyst or licensed assistant behavior analyst.
  • Services must be assigned by the supervisor; the technician is a supervised paraprofessional.
  • Must use only titles that communicate unlicensed status (e.g., 'applied behavior analysis technician,' 'behavior technician' or 'tutor').
  • Assigned services may not include designing assessment or intervention plans or procedures.

What Medicaid says about technicians

Who may deliver services

State Plan SPA WY 24-0005 (approved Oct 31, 2024, effective July 1, 2024) places ABA in the Preventive Services section, with a reference from EPSDT. It lists Board Certified Behavior Analyst (and BCBA-Doctoral), and covers adaptive behavior treatment by certain practitioners acting within scope when supervised by a BCBA or BCBA-D: Board Certified Assistant Behavior Analyst and Registered Behavior Technician. ABA is allowable for children ages 0 to 20 with an Autism Spectrum Disorder diagnosis. Per the current Wyoming Medicaid Chapter 13 (effective August 6, 2025), sections 6(e)–(f) specify licensed BCBAs/BCBA-Ds and licensed BCaBAs, with RBTs delivering covered adaptive behavior treatment under BCBA-D/BCBA supervision. The SPA does not establish independent billing privileges for RBTs.

RBT required for technicians

It depends. See the condition below.

RBT condition detail

The State Plan and Medicaid Chapter 13 (effective August 6, 2025) name the RBT as the technician-level practitioner delivering adaptive behavior treatment under BCBA/BCBA-D supervision. The SPA does not expressly state a program-wide prohibition on every unregistered-technician arrangement, and it does not establish independent billing privileges for RBTs. As of 2026-10-21, the current provider manual could not be read, so manual-specific billing restrictions remain unverified.

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

Wyoming note from our research: Wyoming's behavior technician exemption means a BT needs no state license, only supervision by a licensed BCBA/BCaBA. For Medicaid billing the State Plan lists RBTs, so obtaining the RBT credential is likely needed for Medicaid work.
