Getting a new technician started in Alaska
In Alaska Medicaid, a new technician needs an active RBT (or BCAT/approved equivalent) credential, a criminal history check request, and their own Medicaid rendering-provider enrollment before billing, and there is no unregistered window in the current rule text. A 2017 public comment record shows commenters noting that the BACB RBT exam was offered at only one test site (Anchorage) at that time; current test-site availability was not checked. BCAT (BICC) is an accepted alternative credential. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Which Alaska agency/board administers AS 08.15 licensure, license fees and processing times
- Alaska Medicaid provider enrollment portal URL and current enrollment steps (7 AAC 105.210)
- Whether Alaska Medicaid sets a numeric supervision ratio for technicians (none found in 7 AAC 135.300-.350)
- Whether 7 AAC 135.350 services are all eligible for telehealth and whether supervision may be done via telehealth
- Alaska telehealth insurance parity law for commercial plans
- Whether the AS 21.42.397 mandate applies to self-funded plans (ERISA) - statute silent
- Major commercial and Medicaid payers/contracted entities in Alaska (none sourced)
- Current BACB RBT exam test-center availability in Alaska
- Whether Alaska Medicaid sets a numeric supervision ratio for technicians (none found in 7 AAC 135.300-.350); the BACB's separate 5% RBT certification requirement is documented in telehealth_aba
- Exact permitted telehealth modalities for each ABA code in the FY2027 telehealth schedule: the code listings were readable, but the modality-column alignment could not be independently verified
- Current Medicaid telehealth eligibility for 97157 and 97158: both appear in the July 2026 autism fee schedule but were absent from the FY2027 telehealth code list reviewed
- How Medicaid reconciles telehealth listing of 97151 with the initial assessment's in-person observation requirement in 7 AAC 135.350(b)(1)(C)(i); no exception supporting an entirely remote initial assessment was verified
- Alaska-specific conditions on remote technician supervision beyond the BACB RBT rules, and telesupervision requirements for BCAT or other approved alternative credentials; permission to supervise remotely does not establish payment for supervision
- Current commercial telehealth payment-rate parity requirement, if any; AS 21.42.422 coverage parity and the prohibition on requiring prior in-person contact were verified
- autism_insurance_mandate: verifier astra marked conflict - The Legislature URL returned 403; alternate statutory reproductions and official department publications were opened. The mandate, fraternal-benefit-society exception, ABA inclusion, physician/psychologist/APRN prescribing, provider qualification alternatives, and ordinary cost sharing match [AS 21.42.397](https://law.justia.com/codes/alaska/title-21/chapter-42/article-2/section-21-42-397/). Add medical necessity and the treatment-plan/comprehensive-evaluation requirement. Specify that the 21–25-employee waiver requires actual claims experience over a consecutive 12-month period showing at least 3% premium growth attributable to compliance. CONFLICT: presenting under-21 coverage and the small-employer exception as complete operational limits omits ACA requirements. The department's May 21, 2026 guidance for PY2027 warns against discriminatory age limits; its group checklist expressly qualifies the small-group exclusion. No numerical dollar/hour cap appears in the section, but its explicit protection concerns visits, not an unconditional entitlement to unlimited hours. The section does not expressly discuss ERISA. With the additional insurance-department source, replace the self-funded null with 'generally excluded from state insurance mandates,' qualified for applicable plan type.
- practice_requirements: verifier astra marked conflict - The community-provider qualification cross-references and one-licensed-analyst staffing requirement are supported, but describe that provider route rather than a universal ABA facility license. The cited background-check framework and individual enrollment requirements are supported. Supervisor training may come from BACB or another approved certifying entity. 'No additional technician training hours found' is a limited search observation, not proof that no additional obligations exist. CONFLICT: do not publish the 14-day submission statement as a universal current authorization requirement. Although 7 AAC 135.350(m) retains that language and its reassessment/updated-plan requirements, the July 2025 amendments repealed 135.300(a)(1)(C), (a)(2)(B), (a)(3)(D), and 135.350(g). Current [7 AAC 135.040(c)(19)](https://www.law.cornell.edu/regulations/alaska/7-AAC-135.040_v2) lists autism services among services permitted without prior authorization. Explain this retained-text inconsistency and limit the 14-day language to applicable authorized periods; do not say subsection (m) itself was repealed. Special discharge-planning authorization remains in 135.350(k)(9)(C). The fee-schedule email is verified.
