Getting a new technician started in Arkansas
Arkansas Medicaid's six-month provisional RBT allowance lets a new technician start billing-eligible work while completing the BACB training and exam, if enrolled as a Medicaid provider, background-check cleared and supervised by an enrolled BCBA. Missing the six-month limit stops billing until certified. Out-of-state or distant providers can use single case agreements. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Exact text, age limits, hour caps and self-funded-plan treatment of Ark. Code 23-99-418 (only a secondary search excerpt seen)
- Arkansas Medicaid provider enrollment portal URL for ABA providers (manual refers to section 140.000 and an enrollment package)
- Effective date of Act 432 (2025) and whether the Psychology Board has adopted rules or opened applications
- Whether registration under Act 432 is practically required by Medicaid or payers (Medicaid manual cites BACB certification only)
- Major commercial and Medicaid payers (PASSEs, etc.) for ABA - none sourced here
- Facility/agency licensing requirements for ABA clinics
- Arkansas telehealth insurance parity law details
- Insurance-mandate correction: the previous search-excerpt hour limits were replaced using the opened Justia statute text. Official legislative PDFs could not be fetched successfully; any amendments after the displayed 2025 codification remain unverified.
- A primary Arkansas Insurance Department directive establishing the scope of the age-limit prohibition reported by Arkansas Blue Cross was not located. Enforceability of statutory age/dollar limits must be checked against the particular plan and applicable parity requirements.
- Whether an uncertified or unregistered BT can deliver reimbursable services under a particular commercial plan remains unverified; the mandate itself does not establish technician enrollment or independent billing eligibility.
- Major commercial and Medicaid payers (PASSEs, etc.) for ABA - the major_payers section was not researched in this mandate-only pass
- medicaid_aba: verifier astra marked conflict - CONFLICT: The posted manual retains the 12-person/25-hour caseload provision, but the February 10, 2025 DDS clarification directs its deletion pending a promulgated update. Do not present that cap as an unqualified current requirement. The 5% and one-hour-every-30-days in-person minimums remain; enrolled-BCBA supervision, immediate telecommunications availability and pre-claim review are supported. Eligibility also requires a qualifying ASD diagnosis, demonstrated medical necessity and the prescribed referral/treatment forms; a generic physician recommendation is insufficient. Describe the EPSDT age boundary as under 21. Add the one-year training/experience deadline to the waiver hardship exception. Credential, individual/group enrollment and BCBA-only protocol-modification/family-treatment statements otherwise match the opened manual. The cited DHS PDF returned 403; its contents were checked against Cornell and the official Code of Arkansas Rules copies.
- bcba_licensure: verifier astra marked conflict - Update the statutory history to include Act 869 of 2025 (HB1954), which added QBA certification; BCBA/BCBA-D is no longer the complete eligibility list. Cite current 17 CAR §§95-407 and 95-608 and replace the statement that the board rules/application page were unverified. The application, background check, $200/$150 ceilings, two-year term, current-certification renewal requirement, temporary registration, reciprocity and $500–$1,000 title-violation fine are supported. Add the board's 30-day-per-calendar-year temporary limit. The title-protection interpretation is supported by the operative prohibition, but state_license_required:false should remain narrowly qualified: these provisions do not establish a blanket exemption from other practice or payer requirements.
