BT vs RBT: what a behavior technician needs in North Carolina

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what North Carolina and its Medicaid program say, and what remains unverified.

Detail

As of 2026-10-21, under NC Medicaid, paraprofessionals without an RBT or QABA ABAT certification may deliver RB-BHT only temporarily, under LQASP supervision, within an applicable 120-day grace period. After that period, services are not reimbursable. ABAT from QABA is accepted as an alternative to RBT. For existing paraprofessionals without a qualifying certification, the NC Medicaid bulletin says the 120-day grace period starts on Aug. 1, 2026. For new paraprofessionals, the bulletin says certification is required within 120 days of hire. That is a simplification: S.L. 2026-1 §3C.18(a)(8)(a) and CCP 8F Attachment B use the later of hire or the employing provider's initial Medicaid enrollment. Attachment B also has a later sentence on cessation that refers only to hire, so the two provisions are not fully consistent. These are Medicaid reimbursement conditions. They are not a universal prohibition on uncertified technicians working. State licensure law separately allows a behavior technician to deliver ABA under the close, ongoing supervision of a licensed behavior analyst, and it does not impose a universal RBT credential. Commercial-payer requirements were not verified.

What Medicaid says about technicians

Medium confidence: reputable secondary source
Who may deliver services

As of 2026-10-21, per NC Medicaid bulletins (Aug 2026): Licensed Qualified Autism Service Providers (LQASPs) and Certified Qualified Professionals (C-QPs, including BCBAs and BCaBAs), with paraprofessionals working under their supervision. CCP 8F also recognizes the state-licensed Licensed Behavior Analyst credential. BCBA certification alone does not establish independent-practice authority. Enrollment: the NC Medicaid bulletins say LQASPs and C-QPs seeking enrollment must enroll as in-state providers, effective Aug. 2, 2026. This should not be read to mean every previously enrolled provider must re-enroll. Separately, G.S. 108C-9 states that Board Certified Behavior Analysts and Qualified Autism Services Practitioner Supervisors shall not be permitted to enroll as out-of-state providers. S.L. 2026-1 §3C.18(e) makes subsection (c) effective when it becomes law (approved April 30, 2026), which conflicts with the bulletins' Aug. 2, 2026 date. The effective date of the in-state enrollment requirement is unresolved.

RBT required for technicians

It depends. See the condition below.

RBT condition detail

Updated CCP 8F (effective Aug 1, 2026): paraprofessionals must hold at least one qualifying certification - BACB RBT or QABA ABAT - to be reimbursed. Existing uncertified paraprofessionals had a 120-day grace period starting Aug 1, 2026; new paraprofessionals must certify within 120 days of hire, but that new-hire deadline is subject to a later employer-enrollment qualification that was not confirmed here. Claims by non-certified paraprofessionals are not reimbursed after the grace period. During the grace period uncertified staff require LQASP oversight.

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

North Carolina note from our research: NC Medicaid gives new paraprofessionals 120 days from hire to obtain RBT (or QABA ABAT), so a BT can start under supervision while certifying; telehealth cannot be used for paraprofessional direct services.
