BT vs RBT: what a behavior technician needs in Nebraska
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Nebraska and its Medicaid program say, and what remains unverified.
Behavior technicians and the RBT credential

- Detail
As of 2026-10-21, Nebraska's Uniform Credentialing Act defines a 'behavior technician' as an individual who practices under the close, ongoing supervision of a licensed behavior analyst or licensed assistant behavior analyst (38-4403), and 38-4409 accommodates behavior technicians delivering ABA under the extended authority and direction of a licensed behavior analyst. Neither provision, as quoted by the checker, makes BACB RBT certification part of the statutory definition, so state practice permission and payer reimbursement are separate questions. For Medicaid-billed technician services, Nebraska Medicaid lists current BACB RBT certification as the minimum requirement for non-licensed technicians (alternative: LaBA). No trainee or unregistered-BT grace window was identified in the Medicaid definitions that were opened; this does not establish a statewide prohibition on supervised technicians generally. Commercial-plan rules under 44-7,106 require ABA to be provided or supervised by a nationally certified behavior analyst or licensed psychologist; commercial-payer technician credential requirements were not verified.
- State-specific requirements
- Medicaid-specific: current BACB RBT certification for Medicaid-billed technician services
- Medicaid-specific: enrollment with Nebraska Medicaid for RBTs (RBTs use provider type 85 per the Nebraska Total Care notice dated 05/02/23; not independently reconfirmed against the current fee schedule)
- Medicaid-specific: supervision by an LBA or psychologist with ABA training, at least 10% of direct service hours and 1 hour per month in person
- Medicaid-specific: staff must have training in rehabilitation, recovery principles and trauma-informed care (Medicaid requirements document, applies to licensed and non-licensed staff)
- State practice law: behavior technicians must practice under the close, ongoing supervision of a licensed behavior analyst or licensed assistant behavior analyst (38-4403, 38-4409)

What Medicaid says about technicians
- Who may deliver services
Per the ABA Medicaid Service Definition (effective July 1, 2026 per Provider Bulletin 26-06, dated June 1, 2026; the specific document date of 7/15/2026 previously cited could not be verified): treatment eligibility is ages 0-20 (Bulletin 26-06 also permits assessments for developmental-disability waiver recipients regardless of age). ABA must be provided by or under supervision of a licensed clinician with ABA training: psychiatrist, physician, psychologist, provisionally licensed psychologist, or Licensed Behavior Analyst (LBA). Narrower supervisor rules apply and the broader clinician list does not override them: Licensed assistant Behavior Analysts (LaBAs) require an LBA; Registered Behavior Technicians (RBTs) require an LBA or an ABA-trained psychologist; provisionally licensed psychologists require an ABA-trained licensed psychologist. Technicians who may bill 97153/97154 under supervision: LaBA or RBT. As of 01/01/2025 all BCBAs must be credentialed as LBAs and BCaBAs as LaBAs under Nebraska law. All licensed individuals must hold NE licensure and be enrolled in Nebraska Medicaid; non-licensed staff (other than direct care staff and recreational therapists) must also be enrolled. Independent providers may not bill Medicaid directly for services provided at a school (school-based services program covers those).
- RBT required for technicians
It depends. See the condition below.
- RBT condition detail
The Medicaid staffing document lists the RBT minimum requirement as current BACB RBT certification, supervised by an LBA or psychologist with ABA training. LaBAs are the other technician-level option, so an RBT is required only for technicians who are not LaBAs.

National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
Nebraska note from our research: Nebraska Medicaid requires an active BACB RBT credential for technician-level billing, so a new BT cannot bill Medicaid until RBT-certified and the agency/rendering provider is Medicaid-enrolled. BCBAs supervising must hold the Nebraska LBA license. Rate cuts and tighter supervision/hour limits in 2025-2026 may affect hiring appetite. A 90-day practice window after licensure launched in 2024 was reported only by a secondary summary and is now past.
