Practice requirements for ABA providers in Oregon
Last researched October 21, 2026
The internal processes a practice in Oregon has to run before and after a technician starts. A practice, not MeetAllo, remains responsible for compliance.
Requirements for practices
- Facility or agency license
We could not verify this yet - check with the state health or licensing department.
- Background checks
Fingerprint-based state and nationwide criminal records check is required for behavior analyst, assistant behavior analyst, and interventionist licensing/registration (ORS 676.810, 676.815).
- Staff training
BI registration requires 40 hours of approved ABA training (ORS 676.815(1)(d)).
- Other requirements
ORS 676.830 allows health benefit plans to set their own credentialing requirements for ABA providers, so payer credentialing may go beyond state licensing. OAR 410-172-0610 requires OHP behavioral health providers to be enrolled with OHA and to be absent from OIG exclusion lists.
Medicaid supervision and enrollment
- Provider enrollment
- https://www.oregon.gov/oha/HSD/OHP/Pages/Provider-Enroll.aspx
- Supervision requirements
Medicaid rules in OAR 410-172 do not set a separate numeric supervision ratio. For registered behavior analysis interventionists, OAR 824-040-0010 requires, before any independent service delivery: a supervision agreement with each supervisor (copy to the Office and to the client’s parent or guardian) and a competency assessment retained in the interventionist’s file. After independent delivery begins, ongoing training and supervision must be by a licensed behavior analyst, a licensed assistant behavior analyst, or a licensed health care professional as defined in ORS 676.802(2), consisting of a combination of direct and indirect supervision for at least 5 percent of the interventionist’s service hours and direct supervision at least once per calendar month in months when services were provided. Direct supervision (OAR 824-010-0005(11)) is training or observation of the interventionist or declarant providing client services and requires the supervisor, the interventionist or declarant, and the client; remote supervision is allowed if it is HIPAA-compliant, synchronous audio and visual, and real time. Indirect supervision (OAR 824-010-0005(12)) includes training without the client present, consulting with families or caregivers about service delivery, and evaluations or assessments of the interventionist or declarant without the client present. The interventionist must be evaluated at least once a year after the initial competency assessment, keep a supervision log, notify the Office in writing within 10 business days of ending or changing supervision, and keep training and supervision records at least five years (OAR 824-040-0010(3)–(6)). A licensed assistant behavior analyst must be supervised by a Board-licensed behavior analyst (OAR 824-030-0020(4)); that rule states no percentage. OHP ABA also requires prior authorization based on individual medical appropriateness and HERC guideline notes, with services above the guideline provided when medically appropriate, including for people age 13 and older (OAR 410-172-0770(3)). Core-skill assessments by licensed ABA providers are initial and every six months (OAR 410-172-0760(5)). OHA’s member steps sheet says the plan must approve the treatment plan before treatment starts and again every six months.

National baseline for onboarding a technician
Items below are supported by BACB or regulator sources. Your state may add more.
- Verify RBT status on the BACB Certificant Registry (status, expiration, listed supervisor; red text means may not practice) or via portal verification report / $25 written verification.
- Ensure a qualified BCBA/BCaBA supervisor (with completed supervisor training 2.0) or RBT Requirements Coordinator lists the RBT as supervisee in their BACB portal before the RBT provides services as an RBT.
- Assign a supervisor/Coordinator for every client the RBT serves; no relation, employer-superior or multiple relationship with the RBT.
- Plan supervision: 5% of monthly service hours, at least two real-time contacts per month, one individual, one observation of services; document dates, durations, format, observations; retain 7 years.
- Criminal background check and abuse registry check comparable to those for home health aides/child care/teachers, within 180 days before the application is paid; fingerprinting may be required by state or organization.
- For applicants: have a BCBA/BCaBA Responsible Assessor (with 8-hour supervision training, same organization as applicant and clients, not related/subordinate/employed by the applicant at the time of assessment) complete the ICA after the 40-hour training; keep assessment records 7 years.
- Attesting Certificant for the application attestation must not be related to, subordinate to, or employed by the applicant.
- Correct worker classification (employee vs contractor) for RBTs; BACB may ask for a tax professional's written opinion in an ethics matter.
- For TRICARE ACD enrollment: RBT/ABAT/BCAT or state certification, current BLS/CPR, authorized ABA supervisor named, 10-year federal/state/county criminal and sex-offender history check.
- For Medicaid/commercial payers: confirm state Medicaid or payer definition of technician qualifications, enrollment and credentialing before billing (state-specific).
Verify any certified technician on the BACB certificant registry.
