Getting a new technician started in Utah
For Utah Medicaid work, a new BT cannot start billable Medicaid ABA until their technician certification (e.g., BACB RBT) is issued, because the manual allows no grace period; the certification must be submitted at Medicaid enrollment. Plan hiring around RBT completion rather than a post-hire window. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Whether the Medicaid manual is the only technician credential rule or whether the Utah Medicaid Provider Manual Section I (general provider enrollment) adds background check requirements for individual technicians.
- Utah DOPL license fees and processing timelines for Behavior Analyst / Assistant Behavior Analyst.
- Whether commercial payers in Utah require the RBT specifically versus any NCCA certification.
- Utah commercial telehealth parity law as it applies to ABA.
- Whether the 31A-22-642 mandate applies to self-funded plans and the exact current age wording (statute text read via summary tool; confirm with counsel).
- Names of major Utah Medicaid ACOs/commercial payers (not sourced in this pass).
- Whether Utah Medicaid Provider Manual Section I adds background-screening requirements for individual technicians beyond the certification requirement in the ASD manual; the current Section I manual was not retrieved. Human-services program screening requirements were verified separately.
- Whether the 31A-22-642 mandate applies to self-funded plans and the exact current age wording (statute text read via summary tool in the existing record; confirm with counsel).
- Whether R501-1-16 has amendments beyond the fetched legislature-hosted copy and Cornell version, whose latest listed effective change is December 19, 2023. The official rule HTML returned 404 and DHHS licensing pages returned 403; the training summary therefore has medium confidence.
- The appropriate human-services license category and any statutory exclusion for a particular ABA practice require a program-specific determination; no individual practice was evaluated.
- Correction to the prior board identification: the fetched official Utah Code 58-61-102(1), amended in the 2026 General Session, defines the board as the Behavioral Health Board. The previous 'Psychologist Licensing Board' wording was replaced on that stronger primary-source evidence.
- bcba_licensure: verifier astra marked conflict - Replace Psychologist Licensing Board with Behavioral Health Board. Retain DOPL. Specify Title 58, Chapter 61, Part 7, Behavior Analyst Licensing Act, and R156-61a. Behavior analyst and assistant behavior analyst are license classifications; behavior specialist and assistant behavior specialist are registration classifications under §58-61-703. Qualify the license requirement with applicable statutory exemptions.
