BT vs RBT: what a behavior technician needs in West Virginia
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what West Virginia and its Medicaid program say, and what remains unverified.
Behavior technicians and the RBT credential

- Detail
As of 2026-10-21, the cited sources do not establish a statewide prohibition on unregistered behavior technicians across all payers or settings. What they support is narrower: under WV Medicaid Chapter 519.23, and under WVCHIP's incorporated Medicaid policy, reimbursable technician-level services are tied to a Registered Behavior Technician (RBT) working under BCBA/BCaBA supervision. The older (2019) WVCHIP ABA policy likewise stated that services are delivered 'under the supervision of the BCBA or BCaBA' and that the 'BCBA or BCaBA MUST bill for RBT services under their name and NPI.' However, the companion 2019 WVCHIP Allowable Services and Coding Guide lists 'Adaptive behavior treatment by protocol by an RBT/BAT' (codes 97152, 97153 and 97154), which conflicts with an RBT-only reading of that older policy. A 2023 WVCHIP update states that 'Effective February 1, 2023, WVCHIP's ABA policy will mirror Medicaid's policy,' and so provides the newer governing direction. Whether a Behavior Analyst Technician (BAT) tier or other non-RBT technician may deliver services outside Medicaid/WVCHIP reimbursement has not been confirmed and should be verified directly with the payer or state agency.

What Medicaid says about technicians
- Who may deliver services
Policy 519.23.4 recognizes only practitioners whose Behavior Analyst Certification Board certification is current and in good standing and who have met Medicaid participation enrollment requirements: a BCBA (for this policy and for enrollment, BCBA includes both master’s-level BCBA and doctoral BCBA-D), a BCaBA, and an RBT. The glossary makes it mandatory that each BCaBA practice under a BCBA or BCBA-D who meets BACB supervisor requirements. Staff for H0031 (functional assessment, one per year), 97151 (behavior identification assessment), 97155 (protocol modification; the member must be present, and the BCBA or BCaBA may coach a technician or caregiver during the session), 97156 (family guidance; the member may or may not be present), and 97158 (group adaptive behavior treatment) must be a BCBA or BCaBA. Direct contact for 97152, 97153, and 97154 is by an RBT under BCBA or BCaBA supervision; the BCBA or BCaBA may bill 97153 and 97154. Group codes 97154 and 97158 are limited to no more than eight members; section 519.23.10 limits a group to four members per staff person. Family members and any other non-credentialed individual providing ABA are not a covered benefit (519.23.6). The medical-necessity text lists the diagnostic assessment provider as a licensed physician (examples given: neurologist, pediatric neurologist, developmental pediatrician, psychiatrist), a supervising psychologist, a licensed psychologist, a licensed independent social worker, or a licensed independent counselor. The glossary definition of diagnostic assessment names a licensed physician or a licensed psychologist.

- RBT condition detail
The only technician credential Policy 519.23 names is the BACB Registered Behavior Technician. Certification must be current and in good standing, and the RBT must meet participation enrollment requirements (519.23.4). Section 519.23.4 requires the RBT to work under the supervision of a BCBA or BCaBA who meets BACB supervisor requirements; because the same section treats BCBA-D as included in BCBA, and the glossary requires close, ongoing supervision by a BCBA, BCBA-D, or BCaBA who meets BACB supervisor requirements, a BCBA-D may supervise. The RBT implements services and does not design intervention or assessment plans. The supervisor determines which tasks the RBT may perform based on training, experience, and competence, and the supervising BACB certificant is responsible for the RBT’s work. Direct member contact for 97152, 97153, and 97154 must be by an RBT. A non-credentialed person, including a family member, is not a covered provider of ABA (519.23.6).
National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
West Virginia note from our research: Because WV Medicaid and WVCHIP recognize only RBT-credentialed technicians, a new BT in WV effectively needs the RBT credential before billable Medicaid work; no state license is needed for the BT. Prior authorization must be in place before services start.
