Getting a new technician started in Louisiana
Louisiana has its own line technician registration: the supervising LBA files paperwork with the board, there is a criminal background check and $50 fee, and Medicaid requires the RLT be registered. Registration is state-level and does not depend on completing BACB RBT steps per the sources read. (Our research note; confirm with the agencies on the BT vs RBT page.)
What we are still checking
- Louisiana autism insurance mandate (statute, ages, caps, self-funded treatment)
- Louisiana Behavior Analyst Board website and current RLT application requirements (training, age, whether RBT is accepted/expected)
- Medicaid MCO names and contracting steps (Healthy Louisiana plans) and enrollment URL
- Telehealth insurance parity law for commercial plans
- Whether the board requires additional RLT training or an RBT credential beyond LAC 46:VIII.304 text read
- Facility/agency licensing requirements for ABA providers
- Plan-specific enforceability of the $36,000 annual maximum in R.S. 22:1050(D)(1), given the later annual-limit prohibition in R.S. 22:1066.1 and applicable federal protections; both statutory provisions remain in the legislature's published text.
- Commercial insurer-specific technician credentialing and billing rules, including any BACB RBT requirement, were not established by the insurance mandate statute.
- medicaid_aba: verifier astra marked conflict - Coverage, age eligibility, CDE and PA are corroborated by the opened [LDH coverage page](https://www.ldh.la.gov/medicaid/medicaid-services). The cited manual could not be read despite browser, archive and retrieval attempts. Its asserted 08/22/2025 date, exact program label, 2:10 authorization ratio, beneficiary-presence requirement, CaBA exception to the technician cap, and absence of a BACB RBT requirement therefore remain UNSUPPORTED in this audit. Change rbt_required_for_technicians to unknown pending verification. The [MCO bulletin](https://www.louisianahealthconnect.com/newsroom/applied-behavior-analysis--aba--manual-updates--ib-24-13-.html) says 24 beneficiaries daily, conflicting with 24 technicians; the inaccessible manual prevents reconciliation. The [board rule](https://lababoard.org/rules-chapter-5/) limits supervision to 10 full-time-equivalent SCABAs without prior board approval, rather than an unconditional 10-person cap. Distinguish board requirements from Medicaid authorization rules. Section XV-501 corroborates the professional categories, assistant/technician supervision and background checks; it does not independently establish that every listed professional may bill every ABA service.
- bcba_licensure: verifier astra marked conflict - The listed amounts accurately reproduce the opened §305 table, including its December 2022 amendment. However, distinguish that regulatory table from current fingerprint-processing charges: the [board instructions](https://lababoard.org/wp-content/uploads/IdentoGO-Updated-Instructions.pdf) state $59.50, and the [current application page](https://lababoard.org/forms/) announces an additional $2 federal increase effective October 1, 2026. Do not present $50 as the current all-inclusive fingerprint payment. The [board's §301 text](https://lababoard.org/rules-chapter-3/) was amended in December 2025; the cited Cornell version omits that amendment. The credential names are valid, but only LBA is the behavior-analyst license; SCABA is state certification and RLT is registration. Add R.S. 37:3705 for the credential requirement and qualify it with R.S. 37:3715 exemptions. Set board_url to https://lababoard.org/.
- practice_requirements: verifier astra marked conflict - Flag the insurance amount as an unresolved source discrepancy: the opened [§XV-501](https://www.law.cornell.edu/regulations/louisiana/La-Admin-Code-tit-50-SS-XV-501) states $1 million per occurrence/$1 million aggregate. The inaccessible manual's alleged $3 million aggregate requirement is UNSUPPORTED here; do not assume the regulatory figure establishes the current MCO enrollment requirement. Section XV-501 requires checks at hire and recurring checks at least every five years for assistants and RLTs; its within-one-year enrollment language expressly addresses LBAs. The corresponding CaBA enrollment-age claim and contracted-provider evidence wording remain unverified. The opened [MCO notice](https://www.louisianahealthconnect.com/newsroom/behavioral-health-services-provider-manual-updates1.html) corroborates submission of an RLT list, but not enrollment and quarterly timing, which remains UNSUPPORTED. Null facility-license and training fields must remain unknown, not be interpreted as no requirements.
