BT vs RBT: what a behavior technician needs in Louisiana
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Louisiana and its Medicaid program say, and what remains unverified.

- Detail
Louisiana does not use 'behavior technician' or BACB RBT as the legal direct-service credential. La. R.S. 37:3702(5) defines a line technician or registered line technician as a person who works directly with the client to implement ABA under the direction and supervision of a licensed behavior analyst (LBA) and who is registered under the Behavior Analyst Practice Act (Act 351 of 2013). La. R.S. 37:3705 prohibits holding oneself out as an RLT unless registered (enforced beginning December 31, 2013). La. R.S. 37:3716(A) makes it a misdemeanor to practice behavior analysis without a license, state certification, or registration; to use the LBA, state-certified assistant behavior analyst (SCABA), or RLT title without that credential; or to employ a line technician who is not registered. The penalty is imprisonment for not more than six months, a fine of not less than $100 nor more than $500, or both, and each violation is a separate offense (R.S. 37:3716(B)). The LBAB line-technician application updated February 24, 2025 requires the supervising LBA to attest that the applicant cannot provide services before the supervisor receives the registration certificate. The same form states the technician must be supervised by an LBA and cannot work independently, and that an RLT is registered by the supervisor, does not hold a license, has no property interest in the registration, and is not entitled to due process if the board denies or revokes it under R.S. 37:3708(D). LAC 46:VIII.509 (promulgated LR 42:1517, September 2016) limits the RLT to implementing, not designing, behavior plans and allows supervision by the LBA or a SCABA, with the LBA of record ultimately responsible. LAC 46:VIII.511 (amended LR 46:568, April 1, 2020) requires qualifying supervision of at least 5 percent of the hours the RLT spends providing ABA services each month, and at least two face-to-face contacts per month, at least one of which is observation of the RLT providing services. In-person observation is preferred; remote observation is allowed only with two-way video and audio and privacy-law compliance. One-way camera viewing plus text, email, or other written communication does not qualify. LAC 46:VIII.515 requires the supervisor to be available for immediate consultation but not physically on the premises at all times. LAC 46:VIII.513 requires supervision records (client identifier, RLT name, date, time, brief description, and initials of the RLT and LBA) kept at least six years, subject to random audits. LAC 46:VIII.304(C) and §517 require both parties to notify the board in writing within 10 calendar days after the supervisory relationship ends. These are board minimums. Medicaid is stricter on authorized supervision: Louisiana Medicaid ABA Provider Manual, Chapter 4, Section 4.1 (issued August 22, 2025; that section replaced February 14, 2025) approves supervision on a 2:10 basis, two hours of supervision for every ten hours of therapy, and will not approve supervision when the licensed professional is the one delivering the direct therapy. One-on-one supervision may be billed at the same time as one-on-one therapy only while a non-licensed professional is providing the therapy. The same section says the licensed supervising professional shall supervise no more than 24 technicians a day, with more allowed if a certified assistant behavior analyst is on the team or depending on caseload mix, and no more than 10 CaBAs. LDH Informational Bulletin 24-13 (May 6, 2024) had described a cap of 24 beneficiaries per day; the later manual text says 24 technicians a day. Medicaid technician services must include LBA supervision in the treatment plan. Section 4.4 (issued August 22, 2025; replaced May 27, 2025) allows an ABA para-professional to render Medicaid ABA only as a CaBA certified by LBAB or an RLT registered by LBAB, working under an LBA with the relationship in writing, with a criminal background check, and with no Medicare/Medicaid sanctions or OIG-LEIE, SAM, or state Medicaid exclusions. The contracted provider must give the MCO its RLT list at enrollment and quarterly. The MCO must check LBAB compliance. If an RLT delivers the service, recorded data is sufficient and a session narrative is not required. Records must be kept at least six years. Telehealth ABA must be rendered or directed by an RLT, LBA, or CaBA through interactive audio and video, and telehealth supervision of in-home RLT therapy must be by an LBA or CaBA. An RLT may provide 'RLT Group adaptive behavior treatment' face-to-face with two or more beneficiaries who have similar diagnoses, behaviors, and treatment needs, when that service is in the approved plan. Section 4.5 does not pay a parent or guardian who is trained in ABA to work with their own child in place of an RLT; it does say a parent or guardian employed by an ABA provider shall be reimbursed for services to their own child, which still has to meet the Section 4.4 para-professional rules. Appendix D of the same manual still labels requested hours as 'tutor/register behavior technician (RBT) hours'; that is form wording. Section 4.4 requires LBAB RLT registration, not a BACB RBT certificate. No statute or LBAB rule reviewed requires the BACB 40-hour RBT training, RBT competency assessment, RBT exam, or jurisprudence exam for line technicians. Jurisprudence and the national exam are required for LBA and SCABA applicants (LAC 46:VIII.302 and 303), not for RLTs. Commercial coverage under La. R.S. 22:1050 (plans issued, delivered, renewed, or contracted in Louisiana on or after January 1, 2014) covers autism spectrum disorder diagnosis and treatment for individuals less than 21 years of age, with no visit limit and a maximum benefit of $36,000 per year, and defines an autism services provider of ABA as a person certified as a behavior analyst by the BACB or able to document equivalent education, training, and supervised experience. That definition does not create an RBT or unregistered-BT category and does not override the practice act. The mandate does not apply to individually underwritten guaranteed-renewable policies or limited-benefit policies. Medicaid ABA (Section 4.2, issued August 22, 2025) is for beneficiaries under 21 who meet medical-necessity, diagnosis, comprehensive diagnostic evaluation, and prescription or CDE-recommendation criteria, and authorizations may not exceed 180 days. Narrow R.S. 37:3715 exemptions are not a general unregistered-BT license: a family member or guardian may implement procedures under an LBA, or under a SCABA who is supervised by an LBA, without representing themselves as a behavior analyst; a matriculated college or university student, intern, or postdoctoral fellow may do so only as part of a defined behavior-analysis program under the assigned university faculty member and an LBA, and must use a trainee title; an unlicensed person may pursue experiential training consistent with the board's licensure requirements under an LBA; and a person acting under the extended authority of a Louisiana-licensed psychologist may provide ABA within that psychologist's education, training, and expertise but may not use behavior-analyst, LBA, assistant behavior analyst, or SCABA titles. Medicaid para-professional billing still requires LBAB RLT or CaBA status. Act 872 of the 2026 Regular Session (HB 1076), signed June 8, 2026 and effective August 1, 2026, repealed R.S. 37:3718, which would have terminated the practice-act chapter on July 1, 2028. On October 21, 2026 the legislature's codified viewer still displayed that termination section.
- State-specific requirements
- Register with the Louisiana Behavior Analyst Board as a registered line technician before delivering services. The supervising LBA must register every line technician under their authority, and both the LBA and the technician must file the board form for each supervisory relationship (La. R.S. 37:3708(B); LAC 46:VIII.304(A)). The February 24, 2025 board application states the person cannot provide services before the registration certificate is received.
- Be at least 18 and hold a high school diploma or its equivalent (La. R.S. 37:3708(A)). The registration form requires the applicant to mark high school diploma or GED and the date obtained.
- Pay the $50 line-technician registration fee and the $50 annual renewal fee (LAC 46:VIII.305, as amended LR 48:2950, December 2022). The statute requires annual renewal by the supervising LBA (R.S. 37:3708(E)). The February 24, 2025 application states every RLT must renew by June 30 regardless of the registration date. The board fee table also lists a $50 late fee and a $50 criminal-background-check fee. The application says the registration fee is separate from the IdentoGO processing fee and is not refundable.
- Initiate a criminal background report from the Louisiana Bureau of Criminal Identification and Information, office of state police, within 14 days of the application (R.S. 37:3708(C)), and complete a board-approved criminal background check (LAC 46:VIII.304(B)). Effective February 5, 2024, LBAB must receive the application and signed Privacy Act before the background-check results; results that arrive first are destroyed and the check must be repeated. After registration, the board treats the check as valid for two years when the RLT changes supervisors or clinics; a new check is required if two years have elapsed. A 'no' arrest answer that the report contradicts causes automatic denial, and the person cannot reapply for 45 days.
- Implement, and do not design, the behavior plans of the supervising LBA. Do not work independently. Do not start or change a treatment program until the LBA has evaluated the client, established a treatment plan, and been consulted. Do not perform an independent evaluation; data collection and specific assessments are allowed only where competency has been demonstrated and the LBA directs the work. Do not analyze or interpret evaluation data. Contact the supervising LBA or SCABA immediately if an intervention appears harmful. Keep client documentation in the permanent record (LAC 46:VIII.509 and 517, promulgated LR 42:1517 and LR 42:1518, September 2016).
- Meet board supervision minimums: at least 5 percent of monthly ABA service hours, and at least two face-to-face contacts per month, including at least one observation of the RLT providing services. Remote observation requires simultaneous two-way video and audio. The LBA may delegate supervision to a SCABA under that LBA, or to another LBA, and remains responsible. Real-time group review is an allowed supervisory activity. Camera-only review plus written messages does not qualify toward the minimum (LAC 46:VIII.511). Document supervision with client identifier, RLT name, date, time, description, and RLT and LBA initials, and keep it at least six years (LAC 46:VIII.513).
- Notify LBAB in writing within 10 calendar days when a supervisory relationship ends. Both the LBA and the RLT are responsible (LAC 46:VIII.304(C) and 517).
- For Louisiana Medicaid ABA, be an RLT registered by LBAB, or a CaBA certified by LBAB, with written LBA supervision and a criminal background check, and with no federal or state exclusion. The provider's check for an RLT is due at hire and must cover federal, state, and parish criminal records and sex-offender reports for the state and parish of employment and residence. Give the MCO the RLT roster at enrollment and quarterly (Medicaid ABA Manual Section 4.4, issued August 22, 2025). If technician services are requested, the treatment plan must include LBA supervision. Authorized supervision is 2 hours per 10 hours of therapy. The licensed supervisor shall not supervise more than 24 technicians a day, except as the manual allows when a CaBA is on the team or the caseload mix warrants it, and shall not supervise more than 10 CaBAs (Section 4.1, issued August 22, 2025). Prior authorization periods shall not exceed 180 days. Medicaid ABA beneficiaries must be under 21 and meet the Section 4.2 medical-necessity, diagnosis, evaluation, and prescription criteria.

What Medicaid says about technicians
- Who may deliver services
We could not verify this yet - check with Louisiana Department of Health (LDH), Bureau of Health Services Financing.
Unconfirmed research note (low confidence, do not rely on it)
Services must be provided by or under the supervision of a behavior analyst licensed by the Louisiana Behavior Analyst Board, or a licensed psychologist or medical psychologist; payment billed by the licensed professional. Paraprofessionals: state-certified assistant behavior analysts (CaBA) certified by the board and supervised by an LBA, or registered line technicians (RLT) registered by the Louisiana Behavior Analyst Board under written LBA supervision. All must complete a criminal background check.

The manual (issued 8/22/2025) requires technicians to be a state-registered line technician (RLT) with the Louisiana Behavior Analyst Board, not BACB RBT certification. BACB RBT is not listed as a Medicaid requirement in the provider requirements section read.
National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
Louisiana note from our research: Louisiana has its own line technician registration: the supervising LBA files paperwork with the board, there is a criminal background check and $50 fee, and Medicaid requires the RLT be registered. Registration is state-level and does not depend on completing BACB RBT steps per the sources read.
