BT vs RBT: what a behavior technician needs in Maine

Last researched October 21, 2026

Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what Maine and its Medicaid program say, and what remains unverified.

Behavior technicians and the RBT credential

Unregistered BT may deliver services

Detail

As of 2026-10-21, this could not be confirmed. The checker could not verify whether a technician without RBT certification may deliver ABA under the current Maine rule. The prior rule text (Justia reproduction, current only through June 25, 2025) required a person to begin receiving Behavioral Health Professional (BHP) training within thirty (30) days and to obtain certification within one (1) year. Whether the April 29, 2026 Section 28 rule keeps, changes or replaces that timeline, including any transitional deadlines or State Plan Amendment dependency, is unverified and should be checked against the current rule text.

State-specific requirements
  • Current DHHS-administered BHP training program requires Child & Adult CPR/First Aid certification (maineptc.org BHP program page)
  • Current BHP training program requires annual OSHA-compliant Bloodborne Pathogens (BBP) training (maineptc.org BHP program page)
  • Current blended BHP course: 12 on-demand online modules plus 7 hours of live instruction, with a course evaluation (maineptc.org BHP program page); a current 35-hour total and an instructor-led alternative were not confirmed
  • Other eligibility conditions (minimum age, education, registry checks, background checks) were not verified against the current rule and are not stated here

What Medicaid says about technicians

Who may deliver services

As of 2026-10-21, the DHHS adoption notice states the replacement Section 28 rule is effective April 29, 2026. Detailed staff qualifications under the replacement rule (age, education, registry, BHP/RBT credentials, supervisor qualifications) could not be verified in this audit and should be confirmed against the adopted rule text. Per the Dec 31, 2024 DHHS bulletin (which predates the replacement rule and may not reflect current requirements), BCBAs and BCBA groups are 'Not Allowed to Enroll Independently' to deliver Section 28; Specialized Services were to be delivered by Behavioral Health Professionals (BHPs) with a supervising BCBA, and the provider must enroll as a Section 28 provider and hold a behavioral health organization license. Services are for children up to their 21st birthday. The specific Level of Care/Service Intensity Tool threshold (and any school-services exception) is unverified; a January emergency notice cited Level 3+ but predates the replacement rule.

RBT required for technicians

We could not verify this yet - check with Maine DHHS, Office of MaineCare Services (OMS).

RBT condition detail

Not verified. The earlier claim that staff delivering ABA may qualify either through BHP certification or through BACB RBT certification at hire (with related hiring deadlines and a CMS State Plan Amendment asterisk) could not be confirmed because the cited rule document was inaccessible. Confirm the current staff-qualification provisions and any CMS approval status directly in the adopted rule before relying on them.

National baseline

Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.

Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.

Maine note from our research: In Maine a new technician holding a current RBT credential can deliver MaineCare Section 28 ABA from the date of hire (subject to the pending-SPA caveat), while someone without RBT must be in BHP training within 30 days and certified within 6 months under the 2026 rule. Employers also have to be a licensed behavioral health organization, so individual practices cannot simply enroll as a BCBA group.
