BT vs RBT: what a behavior technician needs in New Mexico
Last researched October 21, 2026
Behavior technicians are not all regulated the same way. This page separates what the BACB requires, what New Mexico and its Medicaid program say, and what remains unverified.

- Detail
As of 2026-10-21, New Mexico Medicaid (MAD Supplement 22-02) describes a 'non-certified behavior technician' pathway that may allow a technician to deliver ABA Stage 3 services for a limited time if all of the following apply: at least 18 years old; high school diploma or equivalent; passed a New Mexico criminal background registry check; completed at least 4 hours of ASD training (prevalence, etiology, core symptoms, characteristics, learning differences) before rendering services; completed at least 20 hours of credential-related training before rendering ABA services; within 90 calendar days of approval completed the 40 hours of BACB-approved-trainer ABA training; and within 180 calendar days completed the prerequisites for a certification test date (e.g. competency assessment, documentation). The 2022 definition then requires the technician to earn certification within the first continuous six months of approval, or stop rendering Stage 2/3 services until certified. However, the same supplement (section 3.11.1) measures the six months from the first date of billing rather than from approval, so the starting point of the deadline is internally inconsistent. The state plan (SPA NM-24-0008) also recognizes another technician credential, the QABA Applied Behavior Analysis Technician (ABAT), so the credential is not limited to RBT or BCAT. That plan separately retains a documented-training pathway that does not require RBT credentials; its silence about deadlines does not prove the supplement's deadlines were repealed. The non-certified BT attestation template was still listed on the HCA site with an October 16, 2024 date (verified via the legacy hsd.state.nm.us copy of the page); the attestation PDF itself and whether the deadlines are currently enforced were not verified. How MCOs treat this window in practice was not verified.
- State-specific requirements
- Age 18 or older (MAD Supplement 22-02)
- High school diploma or equivalent (MAD Supplement 22-02)
- Successful New Mexico criminal background registry check (MAD Supplement 22-02; 8.321.2.12 NMAC says all providers must complete one)
- At least 4 hours of ASD training before rendering Stage 2/3 services (MAD Supplement 22-02)
- At least 20 hours of credential-related training before rendering ABA services, and 40 hours of BACB-approved-trainer ABA training within 90 days (MAD Supplement 22-02)
- Certification (RBT, BCAT, or another credential recognized in the state plan such as ABAT) within six continuous months, measured from approval or from first billing depending on the provision; timing unresolved (MAD Supplement 22-02; SPA NM-24-0008)

What Medicaid says about technicians
- Who may deliver services
Current rule citation is 8.321.2.13 NMAC (effective 12/10/2024), which replaced 8.321.2.12 NMAC (section .12 now concerns youth residential treatment). The three-stage structure remains supported: Stage 1 evaluation by Autism Evaluation Practitioners; Stage 2 (assessment/treatment plan) by a BA (BACB-qualified psychologist, BCBA/BCBA-D, Mentored BCBA); BCaBAs assist supervising BAs, and technicians assist Stage 2; Stage 3 treatment is implemented by technicians under supervision. Per MAD Supplement 22-02 (2022-01-27), Stage 3 practitioners include BACB Registered Behavior Technicians (RBT), BICC Board Certified Autism Technicians (BCAT), and non-certified behavior technicians (time limited). CMS approved SPA NM-24-0008 on December 9, 2024 (effective October 1, 2024), which adds Qualified Applied Behavioral Analyst Board (QABA) and ABAT eligibility, so the credential list in the 2022 supplement is outdated. Services are rendered through an enrolled ABA provider agency; rendering eligibility does not by itself establish independent billing authority. All providers must complete a criminal background registry check.
- RBT required for technicians
It depends. See the condition below.
- RBT condition detail
Per the 2022 supplement, technicians may start as a 'non-certified behavior technician' only for a limited time: must hold the RBT or BCAT certificate within the first continuous six months of approval; if not certified in time they must not render ABA Stage 2 or 3 services until certified. After that period a recognized technician certification is required. The 2024 SPA adds QABA/ABAT eligibility, so the current list of accepted technician credentials should be confirmed with HCA. National baseline
Per BACB: the Registered Behavior Technician (RBT) is 'a paraprofessional certified in behavior analysis' who assists in delivering behavior-analytic services under the direction and close supervision of an RBT Supervisor and/or RBT Requirements Coordinator, who are responsible for all work the RBT performs.
Getting the RBT credential takes a 40-hour training, a competency assessment, an application and an exam. See the RBT pathway and the fast-track timeline.
New Mexico note from our research: New Mexico Medicaid is unusually friendly to a new BT: a person can start under a 'non-certified BT' approval after the criminal background registry check, 4 hours of ASD training and 20 hours of RBT-aligned training, and has up to six continuous months to earn the RBT (or BCAT) certificate. Plan the 40-hour training by day 90 and RBT test eligibility by day 180. Confirm the current rule with the employing ABA agency and the MCO, since the main source is a 2022 supplement.
